Maybe the locals can shed more light on the nuances of the laws. Phoenix has 'mutual touch' clubs (Le Girls and Bourbon Street for example). The last time I went to Le Girls I bought a 1/2 hr VIP session for $130 with an 18 year old Brittany Spears look alike. We went to the first level VIP area and she climbed all over me like a little spider monkey. I wasn't sure what I could get away with so I just asked. I was free to fondle her breasts and butt and her nipples weren't off limits to my lips. She pulled down her G string a few times to show me her kitty. Of course the goal is to upsell you so she said she could be naked, we could have more privacy and I would have more liberties at the next VIP level. I stopped at the first level, tho. No alcohol served but the usual no alcohol beer. Bourbon Street is similar but I haven't tried the VIP there. At both places the women are very aggressive and won't leave you alone to just enjoy the show.
Babe's in Scottsdale is (or was) partly owned by Jenna Jamison. Scottsdale has recently implemented a pastie law. There's no complete nudity but I swear I couldn't tell the gals were wearing pasties. I made the mistake of going there the last time close to closing time on a Saturday nite and could I get a dance??? No effin' way! All the college guys were bogarting all the ladies. Shees! I usually have a very nice time at Babe's, tho.
I've been to a few others with some mixed results.
All the women at these places I mentioned are very hot, beautiful, slim, athletic, natural or fake boobs and friendly. After all, this is Phoenix!

So have fun. I know there are many other fine gentlemen's clubs in Phoenix so hopefully some others will weigh in. I know there are cover charges at all these places. I think it's like $10 and 2 drink minimum.

I live north-central.  Centerfolds, 21st Ave and Peoria.  Also, Candy Store, Cave Creek and Union Hills.
Both are very good.  Bottle beer about $4-4.50. Dances $10.  Both have VIP areas.

Bliss Showclub is a short distance east of I17 on Deer Valley Road. I've been there a few times. The girls range from stunning to not so great. There is a small cover, something like $7, and no drink minimum. They have a full bar. They too have multiple VIP levels. I went there a couple times during my last vist. One of the visits I found myself in the first level VIP. I seem to recall the first level VIP being $30 or something like that. They give you a colored arm band signifying which VIP level you're allowed in to. In the VIP their touching policy basically varies by the girl. One particularly frisky girl let me take some cell phone pictures of her kitty, and my finger was in the picture too. One day I stopped in pretty early and sat down at the bar next to a particularly hard bodied little spinner. Within 15 minutes she was grabbing my crotch and within 1/2 hour she was following me to the house. Apparently she hadn't clocked in yet. I looked on BP, Eros, and TER for her but no luck. Had I been able to find her I would have written a review. Your level of fun at the club will depend on which girls are working, pretty much like most strip clubs. I visited on Sunday and Monday. Both days were really slow. The girls were ery happy to have anyone paying attention to them.

Centerfolds is my favorite place.  The girls are nice, attractive and I have never been disappointed with my time spent in the VIP section with any of the great ladies there.

I'm a big fan of Bliss.  The prices are reasonable and some of the girls are attractive.  Hayden, if you can ever find her, is simply amazing.

Don't Really Frequent the other Strip Clubs in PHX But Bourbon Street.  Girls are Above Average of what you find in Az. Vary's upon girl but I usually am able to touch Everything above waist (Lick, Bite, Fondle). I have been grinded to Completion By a Lovely Lady their. Other than that would love to find new spots, that offer more
