I'd also suggest starting by reading the various information about TER - both the Instructions Manual on the Newbie Board and the description of the various discussion groups on the main page of the Discussion Boards Tab.

You might then have notices that the question came up about a week ago.

Last, if you read the review guidelines you'd see that providers do not "get one point for certain things" but that they become eligible for the additional point if the reviewer finds their performance (and it doesn't even have to be based on the quality of the "certain thing") rate the number.
