Has anyone been to the Dominican Republic where the escorts are legal and they have All inclusive Resorts for Hobbists? Any assistance or direction will be appreciated.

I'm sure GAGambler, the resident DR and Costa Rica expert will chime in with some personal knowledge.
In the meantime, one of the great features about the TER boards is the Search feature located at the top of the front page of each board. If you click it, you will get a search dialog box that lets you search by Text or Author for any number of days back that you want.
So, if you are looking for information about a hobby topic, you can type it into the text box and search the posts for it. The default search period is 30 days, but I would suggest you change it to at least 90 or more for the best information. You'll get results in the form of a list of posts containing the words you wanted. When you click a post that looks promising, it will take you to the post and the whole thread that contained the post. I suggest you open these in a separate tab or window so that you don't loose the search results.
So, for example, if you click the link below, you will see one of the threads on the Dominican Republic that I found using Search, with some of the answers you seek.
By the way, we tend to refer to ourselves as hobbyists rather than hobbists.

There has been a lot of discussion on this topic lately, but FWIW the hobby is legal in the DR just as it is in most of the rest of the world. One thing I would suggest is to buy your women and your lodging ala carte, you'll get a much better deal that way.
One other thing, there are many all inclusive resorts, by that I mean food and drink not companionship, if you stay at one of those resorts they may not allow you to bring a woman who is not a guest of the resort back with you.
