Based on my research of prostitution laws in a few states, I see that definitions of that P word vary from state to state, but generally it seems that if the following rules are adhered to, then it is NOT illegal:
1) Nothing of value (money or otherwise) may be exchanged for contact as defined in (2) below...

2:
2a) Physical contact of either person's genitals or anus
2b) physical contact with breasts

Whereas 2a applies in most states, 2b only applies in some states.

Thus, if I am in a state where 2b does not apply, then aren't I completely safe from the law if 2a is avoided?  In other words, if I am a man, and I am paying a woman, and 2a is avoided (we both keep underwear on [but are otherwise nude] and keep our hands away from those genital zones), then any other skin contact (chest, arms, legs, mouth) is 100% legal, right?

In addition, I am wondering if there is a discrepancy between what is strictly defined as legal versus what police enoforcement tends to look for or target when on a quest to arrest, so any knowlege on that subject would be appreciated also.  In other words, even if I know I won't be convicted, I don't want to risk getting arrested either.

Try the legal corner for legal questions. But IMHO If LE wants to jail you they will. If you walk into a sting you are going to jail, 2a 2b won't mean shit.

since that is where our legal eagles reside, but I can only tell you the following:

First is that the laws vary by state to state so it is hard to generalize and...

Secondly, police have and often do overstep the boundaries of the law when they think they can get away with it.

Often the police don't care if they lose in court because just by putting you through the humiliation of being arrested and the expense of time and money to defend yourself, they are making their point.

(Still not a lawyer)
