The best I've found are Pazza Luna in St. Paul and the Palamino Club in Minneapolis.

I am pretty new here, but so far I have enjoyed:

Sofitel*
Blue Point (Wayzata)

*Sofitel was dinner with Marlo Moore, so that may have affected my judgment, but I vaguely recall that food was served, and that it tasted pretty good.
