I have been checking a bunch of sites looking for a good agency. Some say GFE, but GFE as I understand it (full service) is prohibited in Japan. Does anyone have any good intel on whether a GFE site in Japan is actually full service or is full service always extra (or may not happen at all)?

I was travelling in Tokyo for a month, my experience with Tokyo.....
a genuine full service for foreigner is difficult, you need to speak at least a little bit of Japanese so you don't get rip off.
They do provide full service, but it's a bit confusing, some places is only for drinking companion and half service , most Japanese girl will only see Japanese, girls that you see on website are probably thai,pillpine...etc...people normally go to red light district, that will be your best bet, but just don't go in anywhere that has no english sign on it, it means it's not meant for foreigner. there are lot of "promotor" standing around they are easy to spot, make sure ask for a total cost first before you go inside.
the whole red light district is control by Yakuza.......be careful, polite and respectful, you will be fine.

I used to live and work in Japan for almost two years, and I would suggest checking out Tokyo Adult Guide. You will find a few indies there who offer full service.
Unless you are near fluent in Japanese, I am afraid it is very difficult to visit the local brothels.

You could try Asian Mystique. They are based in Tokyo and have been around for a long time. I think some of their girls offer GFE.
